San José, March 24, 2026. U.S.-based biopharmaceutical company MSD inaugurated its new Regulatory Operations Center (ROC) in Costa Rica on Tuesday -its second worldwide- which will support the acceleration of regulatory and specialized processes related to the development and registration of medicines and vaccines across its global markets.
The new ROC, located at the City Place development in Santa Ana, is expected to create 30 new jobs opportunities by the end of 2026 and scale to 40 positions in 2027. The operation will incorporate professionals from a range of disciplines, including medical sciences such as pharmacists, microbiologists, dentists, and nurses; chemical sciences such as biotechnologists and chemists; as well as engineering and technology profiles focused on artificial intelligence and hyper automation.

The opening of this new operation represents MSD’s fifth expansion in Costa Rica. Since 2017, the company has established teams in the country including Global Business Services (GBS), Global Pharmacovigilance Case Management (2018), Global Data Operations (2023), and Global Clinical Data Management (2024).
“With each expansion, we have strengthened our role as a strategic hub for the corporation. Today, we proudly celebrate the inauguration of the ‘Global Regulatory Affairs and Clinical Safety – Operations, Process and Systems’ operation, marking another important milestone in our evolution as a services hub. We are very proud to have started in 2017 with a commitment of 80 positions and to now exceed 550 roles, reflecting the trust placed in our team and the impact we generate within the organization and the business,” added Marco Rivera, Financial Processes and Control Director at MSD.
MSD’s new Regulatory Operations Center in Costa Rica is one of only two such centers globally, with the first located in Prague, Czech Republic.
